JEFFERSON — Ashtabula County commissioners advanced the Austinburg Sanitary Sewers Project another square Tuesday.
Commissioners approved an agreement with the U.S. Army Corps of Engineers for design and construction assistance of the $2.3 million project. The U.S. Army is providing $655,000 to the project and another $45,000 for the efforts of the Buffalo District of the Army Corps.
The funding came through local, state and federal efforts to alleviate the huge financial impact of the U.S. Environmental Protection Agency-mandated system, said Larry Meaney, director of the County Department of Environmental Services. The contract to construct the system has been awarded, and it should be substantially complete by the end of the year.
“We’re moving along. This is part of the process,” Meaney told commissioners of the agreement with the Army.
Commissioners also authorized the filing of a grant application to the District XI Area Agency on Aging for funding transportation services for older Ashtabula County residents. The grant is specifically for transportation to congregate nutritional sites in Ashtabula, Geneva and Conneaut. The Ashtabula County Transportation System (ACTS) will provide the service.
Susan Stoneman, ACTS project manager, told commissioners the service provided more than 4,700 such trips in 2009 and the company anticipates an increase in riders this year.
The Ashtabula County Department of Job and Family Services, on behalf of ACTS, is seeking $30,222 in federal funds from the District XI Area Agency on Aging. The local match will be $5,033, plus $300 from the program income.
In other actions, commissioners Peggy Carlo and Joseph Moroski approved:
n The appointment of Randall Jones to the Ashtabula County Senior Services Levy Advisory Board. The vacancy that will be filled by Jones, executive director of United Way of Ashtabula County, is one of two that were created at the end of the year, when Cora Arkkelin and Barbara Klingensmith left the board. A term-limit clause in the board’s by-laws precluded the women from serving another term;
n Approved selling three Ford Crown Victoria automobiles owned by the county. The vehicles, model years 1998, 1999 and 2003, will be offered “as is” on the county’s auction Web site. They were used in the prosecutor’s, auditor’s and commissioners’ departments;
n A resolution supporting an application by the Ashtabula County Port Authority to the Clean Ohio Revitalization Fund. The money will be used to continue environmental clean-up of the 21-acre Plant C property on Lake Road; and
n Approved pay raises for the bargaining unit employees of the Ashtabula County Nursing and Rehabilitation Center.
