Bare-bones report cards for Ohio’s school districts have been released, and the incomplete data indicates many gains and some losses for Ashtabula County’s public school districts during the 2011-2012 school year.
The state auditor’s office is investigating reports of data tampering by some school districts that would affect their overall rating. For that reason, the preliminary report issued Wednesday by the Ohio Department of Education is missing district and individual school ratings and other key data, including attendance rate, performance index and performance indicators. Lacking that information, it’s difficult to draw conclusions about the districts’ overall per-formance, state and local education administrators have said.
In previous years, the report cards included evaluations of 26 standards, including 24 academic indicators based on tests conducted in grades 3, 5, 7, 8, 10 and 11. The academic indicators were included in Wednesday’s report and results are listed below.
Assuming the state’s passing rates have not changed since the 2010-2011 school year, the number of academic indicators met in the preliminary report indicates two districts made gains (Conneaut and Grand Valley), three slipped (Ashtabula, Buckeye and Geneva) and two stayed about the same (Jefferson and Pymatuning Valley).
ASHTABULA AREA CITY SCHOOLS
Passed: Grade 3 math; Grade 4 reading; Grade 4 math; Grade 6 reading; Grade 8 reading; Ohio Graduation Test reading (Grade 10); OGT writing (Grade 10); OGT reading (Grade 11); OGT writing (Grade 11); OGT math (Grade 11); OGT social studies (Grade 11)
Did not meet: Grade 3 reading; Grade 5 reading; Grade 5 math; Grade 5 science; Grade 6 math; Grade 7 reading; Grade 7 math; Grade 8 math; Grade 8 science; OGT math (Grade 10); OGT science (Grade 10); OGT social studies (Grade 10); OGT science (Grade 11)
Total: Ashtabula passed 11 of the 24 academic standards (compared to 12 the previous school year)
Other: Ashtabula did not meet the adequate yearly progress standard, which gauges how quickly a school progresses. The district was rated “above” in the value-added category, which judges whether a student received a year’s worth of education. Based on preliminary information received during the summer, the district expects a continuous improvement rating for 2011-2012 when the final report is released, same as the preceding last year, officials said recently.
BUCKEYE LOCAL SCHOOLS
Passed: All of the above indicators except Grade 5 math; Grade 7 math; and Grade 8 science
Total: Buckeye passed 21 of the 24 standards (compared to 23 the previous year)
Other: The district did not meet AYP and rated “above” in the value-added category. Buckeye anticipates an effective rating from the state (excellent last year).
CONNEAUT AREA CITY SCHOOLS
Passed: All of the academic indicators except Grade 3 math; Grade 4 math; Grade 5 math; and Grade 7 math
Total: Conneaut passed 20 of the 24 academic indicators (compared to 15 the previous year)

GENEVA AREA CITY SCHOOLS
Passed: All of the academic indicators except Grade 5 reading; Grade 5 math and Grade 5 science
Total: Geneva passed 21 of the 24 indicators (23 the previous year)
Other: The district did not meet AYP and rated “above” on the value-added scale. Geneva anticipates an overall effective rating (same as the preceding year).
GRAND VALLEY LOCAL SCHOOLS
Passed: All of the academic indicators except Grade 7 math and Grade 8 science.
Total: GV passed 22 of the 24 standards (19 the previous year)
Other: Grand Valley did not meet AYP and rated “met” in the value-added category. The district expects an excellent rating (effective the preceding year).
JEFFERSON AREA LOCAL SCHOOLS
Passed: All of the academic indicators except Grade 5 reading; Grade 5 math; and Grade 7 math

PYMATUNING VALLEY LOCAL SCHOOLS
