JEFFERSON — Ashtabula County commissioners approved a resolution Thursday to enter into a loan agreement for about $891,102 with the Ohio Water Development Authority.
The 20-year loan will pick up those costs of the Austinburg Sanitary Sewer Improvements Project that are not covered by the $1.954 million in grants. Larry Meaney, director of the county’s department of environmental services, said the loan will be repaid by the assessments on the affected property owners’ tax bills. Those assessments cannot exceed $43 per front foot.
Semiannual payments on the zero-percent interest loan will be about $22,298.
The total project is almost $2.846 million, including engineering costs. Also on Thursday, commissioners approved the contract with Mr. Excavator, the Kirtland company that came in with the low bid — almost $2.3 million — to build the system.
Two rounds of Ohio Public Works Commission money, totaling $474,600, plus $655,000 from the U.S. Army Corps of Engineers and $825,000 from federal stimulus money, also will fund the project.
In related action, commissioners approved the escrow agreement with Mr. Excavator. The contractor deposited $91,692 of the project with Andover Bank.
In other actions, commissioners:
n Authorized posting a large amount of unused or obsolete equipment from the county’s emergency management agency on the county’s auction Web site. Also headed to the site are two seized vehicles, a 1991 Honda Accord and 1997 Hyundai Tiburon, from the sheriff’s department, and a 2000 Chevrolet Blazer from the EMA;
n Reappointed Edward Rzeszutek as the Ashtabula County apiary inspector for 2010. He will work for $10.35 per hour and receive 40 cents per mile, not to exceed $6,000;
n Accepted the resignation of Judith Pasqualone from the Ashtabula County Transportation System Advisory Board; and
n Approved an amended official certificate of estimated resources for the county. The new general fund amount is $19,134,842, $1.3 million of which comes from unemcumbered carryover from 2009.
