Conneaut to weed out grass-cutting scofflaws

CONNEAUT — City administrators are ready to convince this year’s non-mowers to become lawn-mowers by hitting them in the wallet.

City Manager Tim Eggleston this week announced 40 parcels will be assessed a combined $27,330 for failing to pay bills they’ve received for yard service performed by Public Works Department crews. Money owed will be placed on the landowners’ property taxes, he said.

The numbers must be certified by the second Monday in September, meaning people still have some time to clear their accounts, Eggleston said.

Local law does not allow grass and weeds to grow taller than 6 inches. If notices are ignored, city crews will mow the property at $150 an hour. A 20 percent administrative fee is tacked onto the total.

One landowner is contesting his lawn-care cost in Conneaut Municipal Court, Law Director David Schroeder said at Monday’s City Council meeting. Stan Kolasinski of Ashtabula recently filed a $360 complaint against the city in small claims court regarding property he owns at 413 Harbor St., a court spokeswoman said.

The city is prepared to respond to the complaint, Schroeder said Monday.

Tax assessments also await 47 properties that have racked up $6,083 in unpaid water bills, said Eggleston. Those sums are also heading to the county courthouse, he said.
