The Ashtabula County Department of Environmental Services will go back to the drawing board on the Harpersfield booster station replacement project.
A bid opening was held Aug. 20. On Tuesday, commissioners rejected all three bids. Even the lowest bid, $585,125 from Alabasi Construction of Cleveland, was more than 10 percent above the engineer’s estimate of $470,000.
Larry Meaney, director of the department, said they will review the project with Smolen Engineering to determine why there was such a large gap among the estimate and bids. The highest bid, $611,000, was form CIR of Geneva.
The booster station project’s primary funding source is the Ohio Public Works Commission.
In addition to providing more reliable water service in the Harpersfield Township area, the station would change the way the county sells bulk water to individuals who fill their jugs and tanks at the existing bulk water depot. Under the current arrangement, the user writes down how much water he withdrew and name and address. The department then sends a bill.
The proposed booster station would replace that with a card reader.
About 20 percent of the bulk water users “steal the water and write ‘ha-ha,’” Meaney told commissioners Tuesday.
