GENEVA — A miscommunication between engineering specifications and potential contractors caused problems with the Elm Street wastewater subbasin rehabilitation project and the North Broadway electrical improvements project , City Manager Jim Pearson told City Council Monday.
Pearson said all bids for the Elm Street project, which is funded by a $2 64,000 U.S. Environmental Protection Agency grant, came in way over bud get.
“The engineers were concerned when the bids were coming in $100,000 over the specifications,” Pearson said. “Once they began to look into the reasons for this, they found that the contractors were concerned about an extra fixture for the laterals, that would cost just about $100,000. ”
Pearson said a special grout mix will fix the problem and bring the project costs back into the black.
Engineers estimate the cost for the project at $477,000, $180,000 of which is grant funding, with the balance paid in a 20-year, 1 percent interest loan.
The Elm Street project will help control inflow and infiltration to 88 houses or points of inflow and infiltration in the area.
Inflow and infiltration describe the ways groundwater and storm water enter into dedicated wastewater or sanitary sewer systems.
