Barring snags, the city of Conneaut should have its 2013 budget in place by the middle of December — which could also be the final City Council meeting of this year.
City Manager Tim Eggelston, at Monday night's regular meeting, laid out the administration's tentative agenda regarding budget preparations for the new year.
Eggleston and Finance Director will lay out the budget to council at a Dec. 3 finance/ordinance committee meeting. One week later council will be asked to approve the document. If council is not prepared to act then, a special meeting will be requested for Dec. 17, Eggleston said.
The timetable could allow council to cancel its Dec. 26 regular meeting, giving members and administrators a little extra holiday leave.
Council had no objections to the schedule. Administrators did not comment on the 2013 budget's contents Monday night, although Williams has warned numbers will be lean, based on cuts in state funding and other anticipated revenue losses.
In other business, council approved an ordinance that spells out in greater detail the penalties people can expect for violating rules of conduct at municipal parks. Much of the tighter penalties deal with people who bring firearms onto park property, said Law Director David Schroeder.
Elsewhere, City Council President Thomas Udell said the first in a series of meetings to discuss a curbside recycling program for the city should come soon. A recycling program is anticipated next year for Conneaut and Ashtabula to help the Ashtabula County Solid Waste district meet benchmarks set for the region by the Ohio Environmental Protection Agency.
There are numerous options that incorporate trash haulers into the recycling program. One scenario would bid out the city's program to one hauler. Ward 2 Councilman Philip Garcia said he would be leery of such a setup, fearing it would create a monopoly.
