Garbage gone from Conneaut property

CONNEAUT — Hundreds of bags of garage detected by city officials at a Harbor Street property late last week were removed Tuesday, according to Law Director David Schroeder.

Neighbors told Schroeder the removal work reportedly started Tuesday morning and was completed later in the day. When Deanna Gates, the city’s planning/zoning manager, arrived in the afternoon to take photos, the garage’s doors were open and the building was empty, Schroeder said.

Police serving a search warrant at 564 Harbor St., discovered a hoard of garbage bags on the premises. Schroeder, at Monday’s City Council meeting, said he also viewed the mess and described it as “hundreds” of bags piled upwards of six feet high. Told the trash could pose a health and safety concern, City Council — in a motion — waived the 48-hour notification period typical in such cases.

Schroeder said garbage-related charges were pending against the occupants. Had the garbage remained, the city was prepared to cite the owner, Schroeder said. The owner is a Conneaut resident, according to information available on the Ashtabula County auditor’s website.

Police initially went to the house to find stolen property and suspected drugs, and found both, according to a report. Heroin and methamphetamines were recovered, officers said.

On Tuesday, charges were filed against Jory M. Rhodes, 25, who lived at the address, according to Conneaut Municipal Court records. He has been charged with two felonies, aggravated possession of drugs and receiving stolen property, as well as a misdemeanor version of the latter charge, possession of drug abuse instruments and possession of drug paraphernalia, a court spokeswoman said.

Rhodes is scheduled to appear in court Tuesday morning, according to records.
