Conneaut plans to study job creation tax credits

CONNEAUT — City administrators have begun assembling data on a possible tax credit plan that would reward employers who hire extra workers.

The plan could be patterned after incentives already in place in a handful of Ashtabula County communities, City Manager Tim Eggleston said at Monday’s economic development committee meeting. “It’s an economic development tool that could entice someone to come to our community,” he said.

The program could reduce taxes on business profits based on the number of additional workers they employ once the credit begins. Employers who enroll in the program would also face penalties if they fail to deliver the jobs they promised, officials said.

Tax credits could help Conneaut compete economically with other towns, officials said. “The gist is to be competitive,” Eggleston said.

Spearheading the local interest are Ward 1 Councilman Doug Hedrick and Councilman-at-large Neil LaRusch, who learned of the program during a meeting with officials from Growth Partnership for Ashtabula County.

“I’d like to see us move ahead on this,” Hedrick said. “If nothing else, it would level the playing field.”

LaRusch agreed, adding “We have to try to make sure we stay ahead of the curve.”

In other business, Eggleston said he is continuing to research ways to make the city more accessible to snowmobilers. Last month, members of a local snowmobile club asked the city to consider creating designated locations where sleds could legally cross state routes. Also, the members asked the city to consider an access trail to the harbor district.

The harbor trail proposal will take time to research, Eggleston said, and was unsure if a trail could be created in time for this winter’s snowmobile season. More likely would be the creation of dedicated state route crossings, he said.
