A PIT BULL DOG lived just outside Ashtabula city limits earlier this year, when her owner's home burned down. A proposed ordinance would limit pit bull ownership to dogs adopted at the Ashtabula County Animal Protective League, which screens potential adoption applicants and temperment tests every dog.
