CARL E. FEATHER / Star Beacon DAVID SMITH, the county's chief building official, is retiring at the end of this year but will stay on with the county under an hourly contract until his replacement is hired. Smith, a Timberlake resident, says he plans to find another job and continue to learn once he leaves the county post next year.
